Stuttering/framerate issued in pandaemonium eighth circle (normal and savage)

Date & Time: 9th of September (first noticed when attempting savage)
Frequency: Tested approximately 10 times in both savage in normal. Before and after patch 6.1
World name: Materia
Character name@home world: Dierseus To'a @Ravana
Class/Level: dragoon/90
Area and coordinates: pandaemonium eighth circle instance (savage and normal)

Steps:
Loading into both versions of the eighth circle of pandaemonium (recent raid) and experiencing stuttering/poor framerate performance in atleast the first phase, havent been able to progress because of this to the second phase. Tried to change graphic settings such as LODs on, dynamic resolution(before and after 6.21 fix) and draw quality too, but the problem remained.

I'm still having this issue but only on p8n/p8s, weird thing about it is, it only happens if i move my character, but when the boss moves and my party members moves they are fine and no stuttering at all it's a weird problem and hopefully Dev team will take notice for Ps4 players.

Yeh it's really weird and not like other framerate issues from performance I've seen where maybe a texture or model is too high detail. This seems to only occurs while the character is moving including using movement abilities. As long as you are standing still there doesn't seem to be any issues but while moving there is stuttering and I've even found issues double weaving and my combo taking longer to activate.

I play on a laptop and I thought something is going bad with my gear, so I did all the driver updates necessary but I ran other games and content and they work just fine...

I have an MSI GS66 stealth with i9 core and RTX 3060 NVIDIA card with 32 GB of rams with dedicated 8 gig to my GPU.... so I highly doubt my gear is the problem.

This arena has an issue, other content seem fine. I am not sure what is creating the issue but I hope they fix it.

If I stand, it works just fine, the moment i start to move or move my mouse it stutters a bit. The thing is it does not seem like a normal FPS lag. It seem more like a literal constant stuttering.... so annoying.
