Fully Upgraded Island Sanctuary Won't Trigger The Land, Wind and Sea

World name: Balmung
Character name: Ysabeau Rayleigh

I know there have been many posts on this, so I'll start by saying that I've researched and attempted to address the problem with any advice/wisdom I've run across before posting. Unfortunately, nothing has worked, so here we go.

I cannot get dialogue from the Felicitous Feline to speak with the Curious Courier or any mail from the Curious Courier to begin The Land, Wind and Sea quest that will award the transmog set and signal completion of initial island building activities.

I have raised my sanctuary to level 10.
All buildings are raised to the maximum level (and recognized as such on the hideaway management map).
I have (repeatedly) viewed the board for each building to make sure there are no unviewed cutscenes.
All four monuments are completed.
All crop areas are opened and in use.
All pastureland is open and in use.

In an effort to do something I have also:

Exited/returned to the island several times.
Logged into and exited the game both while in the sanctuary and out of it.
Moved granaries/workshops/monuments and then checked their boards for cutscenes (there were none.)
Used island prisms to alter the look of pathways.
Invited a friend to check it out in case they saw things differently.
Asked my husband to look over my shoulder while I rechecked everything to make sure I wasn't crazy or blind (this is not definitive proof of either or at least the first).

I'd appreciate any advice or help anyone can offer. Thanks in advance for your time.
