Steps:
1. Hit Sanctuary Rank 9
2. Upgraded all buildings
3. Placed all landmarks
4. Expanded all crop and pasture zones.
5. Left the game, left the zone and the quest still is not triggering when I get back.

nvm... I figured it out. Missed a cut scene from a completed building.
