Was wondering if anybody had these and if they made much difference in gathering hq items and double-down odds. Do you know what the +10 means for sure on these?

+10% as where every 1 perception is +0.1%
JP side saying the +10 is 10% increase of your current rate. For example if you are getting 10 hq items for every 100 gathers, with bracelets you'll see an increase to 11 out of every 100. Seems pretty in line with my own observations, but I haven't done any thorough tracking.
Double down @7% chance will get you 4% chance of hq instead of 3%.
On a larger scale, 50% hq chance will net you a 30% double down instead of a 25% chance.
It would scale the same I think, if it were possible to double down 100%, it'd give you a 60% chance of hq instead of 50. Effectively +10 = 10% that way.

meh, 157 perception is 12% on darksteel so +1.2% will make your hq gathering 13.2%
I would take 1 more +1 every 30 minutes over not having it.
Waldo and Deathgiver are wrong. Just ran a couple tests myself; 48% > 25%, 62% > 32% double down rate. It's just +1%. Only worth it if you plan to double down on 1000+ synths of fairly valuable stuff.
Don't knock +1% that could be the very difference between obtain an HQ or NQ material or HQing or breaking during a double down.

it's true, it could make the difference - but only if you're willing to double down in the first place, and the bonus actually gets less valuable the more quality you have, because there's a greater chance you won't get a chance at doubling down.
So, bracelets are going for ~5 mil on my server. Say I'm HQing a bunch of darksteel nuggets out of NQ mats (the kind of thing you'd always want to double down on.). The regular nuggets are basically unsellable, the +1s hit the 300kish level. So a HQ is a 300k profit. I can dependably hit 500 quality on those, so call it 7% base success. The total success rate assuming double-downs comes to 9.79%. Wristlets upgrades that to 10.72%. So it gives me on average .0093 items worth 300k per synth, or a value of 2790 gil. 5 million divided by 2790 gil is 1792 synths, just to pay for itself.
It's nice to have, and it could in theory pay for itself very quickly if you double down on an Astrolabe or something - but you don't know when that 1% is the 1% that makes the difference, so you've gotta assume the average.
