PVP Cure 3 no longer functioning as pre-6.2 patch

Pre 6.2 patch the cure 3 in pvp (combo from seraph strike) would heal an entire alliance raid (given in range, and players were below 100% hp) but now it only heals party members.
Cure 3 can also only be targeted on direct party members and can no longer be targeted on alliance raid members. Before it was targetable on anyone within the allinace.
If this is intentional to offset the healing buff it needs to be in the patch notes. If unintentional please fix =D
