Final Appraisal bug?

Steps:
1. Starts crafting Northern Sea Salt
2. Use "Final Appraisal"
3. Use "Muscle Memory"
4. Use "Basic Synthesis"
5. "Final Appraisal" buff drops off when it should have 3 steps left.

I have used an easy craft as a example but the craft Id been crafting when I noticed this was the "Grade 4 Artisanal Skybuilder's Sorbet" to which I use an in game macro for.

I honestly dont know how to describe this well or if this is working as intended, but I noticed that "Final Appraisal" will drop off before the 5 stacks are used if the progress maxes out at the 1 point left. With random buffs like "Good", "Excellent", "Centered" and "Malleable" adding extra points to synthesis it can be maxed out sooner than expected than if these didn't proc. IF this is working as intended Id perhaps change the tool tip to avoid confusion. Thank-you.
