Decimate is unavailable under Inner Release under certain circumstances

Frequency: Any time while the conditions in the steps below are met

Class/Level: Warrior
Party or solo: Party, but occurs in solo as well
Area and coordinates: Dohn Mheg, reproduced solo in The Dancing Plague

Steps:
1. Be a Warrior between levels 72 and 79. I used The Dancing Plague to reproduce this.
2. Engage in combat
3. Use Infuriate to gain 50 Beast Gauge and Nascent Chaos
4. Use Fell Cleave, so Beast Gauge is below 50
5. Use Inner Release
6. The weaponskill Decimate remains changed to Chaotic Cyclone, but cannot be used, because it does not consume Inner Release stacks.
7. This renders Decimate unavailable until the effect of Nascent Chaos is manully canceled, expires or used after reaching sufficient Beast Gauge.

This issue only occurs if a player makes a mistake in their rotation, but the effect in gameplay is still something that feels unintended.
