Blue Mage getting low level spells at level 70

I need Bomb Toss and I am level 70 Blue Mage. I have tried for hours on level 58 mobs but never learn it. What do I need to do?

kill the right mobs and let them actually cast the ability you're learning. otherwise it's just rng.

Are you specifically attacking Goblin Brandishers and Goblin Gliders? The other Lv58 goblins don't use Bomb Toss. If you are, then it's just RNG.

RNG outside instances can be a drag. Keep at it.

Hmm usually I try to let them cast it two times to make sure. Keep at it, and double check on the blue mage wiki that you are in the right area.
