Help with building recruitment

While I was creating a community page the setting says that I'm not a recruiter.... we had one player last year open one but they left.... is that player still in control of our page or they were no longer a part of it when they left? Or am I missing something?

You need to have master or leader permissions in an FC, LS or CWLS to make one.
