Graphical Issue with NPC Shadows

I cannot for the life of me figure out how to fix this issue but ever since the latest patch I have had this issue. NPC shadows will flicker and disappear at a distance. Any idea how to fix this?

I have tried messing with LoD and the settings, reinstalling the game, updating drivers and rolling drivers back. Nothing helps. It's driving me insane ngl. Any thoughts?

Does this occur when the game is run in fullscreen mode? Does the flickering occur if the game is run in windowed mode or if the resolution is lowered?
