This is just something that to me seems like a nice quality of life feature.
When moving skills around on you hotbar, it would be nice to be able to move the keybind along with it. With alt/shift/ctrl for example.
This way you don't have to go into the keybinds menu, look up which hotbar the skills is on and adjust it from there. It saves some time and seems like not too much work to implement.
