Is there still a quest open from a previous day? As long as not every single one is returned, the timer won't reset overall.
After complete turn-in, it will jump back to the max of 12 available

Yeah, dug through all my quests to find one beast tribe one, this isn't exactly clear design, but ok -.-

You have to complete all beast tribe quests from the previous day (including from other beast tribes) or abandon them. It means you are not pressured to complete the previous day's quests before the daily reset.
