Since the games require an astronomical amount of players to be queing at the same time, and the que will not spawn even if you are just 1 player shy of making a full match. What likely is happening is that there are 71/72 waiting in que for 5 min, then 70/72 for 5 more min, then 63/72 for 5 more min, etc etc until everyone gives up.
Part and parcel of removing 24-man because having the game mode adapt to the number of players in queue is apparently not a good idea.
Even WoW would struggle to get 72 player BGs going and that's before the game lost over half its playerbase. Honestly, I just have no idea how the current state of PvP queues isn't being addressed, I don't know about the NA servers, but on Light I basically have 1/4th of the day where I can reliably PvP, outside of that period, the queues simply don't pop, which means you can't play the mode when you want to, gotta instead wait for peak hours, great.
On Primal, things generally start to pick up in the afternoon and keep going past midnight eastern. I haven't been up that late to see when it slows down again, but I imagine it's around midnight pacific.
