The housing lottery system is a perfect system and at the same time, far from being perfect.
The perfect part: It promotes a fair chance of bids across all participants.
The far from being perfect part: It gives a once off lottery until next availability.
The problem, with the housing plots being fully grabbed, the next lottery will not occur for an unknown long Hrothgar period of time before it becomes available again. This means that the system only run once.
Propose solution: Every week during maintenance, add in a new ward in order to keep the lottery system on the flow. All other existing rules should remain intact. If data overload is a concern, setup additional servers specifically for the housing plots.
Note: I’m referring to the plots for privates, not to be confused with the FCs section.
