Why FC has 18 zones, while a house owned by an individual has only 6 zones.:confused::confused::confused::confused:
A lot of FC houses are given, but they are empty, only L/M houses will be bought by people, and a large number of S houses are empty.
On the contrary, any individual house is very sought-after.
God, have they really done research?
Why not give individuals more houses, or the middle six areas are FC/individual mixed ownership.

It isn't the best balance, but if an FC can get a house then it effectively provides a roof for potentially dozens of players, alongside the private chambers which players can purchase. Personally, I think they will do the rebalancing, but I don't think it will be until 6.2 at the earliest.
Basically, they're doing this to be sure that FCs whether legitimate or not take up all of the mediums/larges leaving nothing but smalls for a few 'lucky' personal players. It'll be readjusted and then it'll basically be sprouts slap fighting each other at placards until there's nothing left. Then we'll go back to getting the dripdrop of maybe 2 new wards added per 7 months and then like in 2 years another residential area for all of this to happen exactly as it did all over again. So if you're smart, just wait the 2 years out and build your fake fc before then so you'll have a better chance since fc's will get the priority.
Since this is likely the last set of wards for a while (I wouldn't expect anything more until after 7.0 releases), they want the FCs to have every opportunity to get a house before they open them up to the free for all of the other players.
Right now I suspect some FCs are having to choose to "settle" for a small, since they lost their chance for a medium or large in round 1.
I assume they'll check the data on the number of FCs applying for plots in Round 2, and if almost every FC that applied for a plot got one, they'll look into opening up the rest of the houses in the FC wards to personal again.
