HW Relic Weapon Quest Help

I'm trying to start this on my level 90 Summoner. I went to Rowena and she didn't have the quest "An Unexpected Proposal". I checked my completed quests and it's not there. I went to Azys Lla and Ardashir isn't there.

Am I missing something?

Are you doing the Relic quest on another Job? I have a vague recollection you can only do one weapon at a time (at least least the same stage one at a time).

I thought maybe I picked it up on my warrior so I switched and still nothing in either place.

Did you go to Rowena in Idyllshire? She is next to the vendors in the middle of the map.

I think you might be trying to interact with a wrong Rowena.
Rowena: Idyllshire - Rowena's Center for Cultural Promotion (x:5.7, y:5.6)
