It seems the only air travel you can do from Kugane is to Radz-at-han
Because they're on the other side of the world map, which (until recently) also required crossing over hostile territory.
Whether or not we could just fly or sail the other way around the world is currently unexplored.
They should have bigger airships or at least a good ferry animation when leaving for Kugane. Travel immersion in this game is utterly forgotten because teleportation exists. I really do miss boat rides arriving, traveling and departing in real time between different zones and cities. There's really no reason not to since teleportation already makes travel content non-existent for those that don't have the time/like it.
The irony is that they do always try to have others options in game that don't involve bringing the teleport menu up but they are such an afterthought they feel terrible to use.
It's explained during SB's storyline - the sheer distance required means even Garlean airships require frequent refuelling to reach Aldernard/Eorzea from the Far East, and thus normally they had to fly via the overland route, which, due to Hein and the Domans setting up Seiryu's Wall in the south and Magnai and the au ra of the Azim Steppe agreeing to harray any Garlean flights in the north, this means they have to waste huge amounts of fuel flying the even longer way around.
It's why they conquered Ala Mhigo first in Eorzea, then made a beeline for Mor Dhona, it was to secure fuel supplies - read: cereleum - that they required to power their actual invasion proper. Hence why you have to take an old-fashioned sailing ship to the Far East at the start of SB (albeit one with a hidden cereleum engine), flying there just wasn't possible.
Thavnair is pretty much the limit airships can fly between Eorzea and the rest of the world (although then one wonders why they can't have an airship route from Thavnair to the Far East, but I think SE are just being pragmatic here/)/
