I thoughts the patch today should alow us again to enter the lotery for free plots. I visited a couple of plots now, but all said unavailible for purchase and so on. So when excatly are we able to buy (via lotery) plots again?

Why don't people read...
Because not every info is easy to find and is not shown ingame, but thx. So all thouse lucky people who have rolled an error 0 and took their refund are getting a plot free now?
There's more on that in one of the recent letters from Yoshi-P. The short answer is yes, but in 6.2 they plan to have an NPC to accept goodwill returns on that accidental refund.
The alternative was rolling back character data, which is just unpleasant for anyone involved.
The getting a plot for free will revert back to normal after the rightful winners claim their plot this round. If some plots go unclaimed they will go back into the lottery which you can't enter a ticket until May 26. The cost will be as before for those that enter on May 26.
I have read that, but wasnt quite sure if i had understand it right. I somehow doubt that it will be that many people who give their refund back by free will. Why should they, they don't get a penalty or something if they don't do it.
Well its just gil and i dont care about it that much, it just seems a bit unfair to all thouse players who had to pay their plots. Also it shows once more that SE is not able to provide good solutions and gets a away with band aid fixes once more.
Btw. as far i could see there is also no kind of compensation for this long disturbance, other games provide you with gimics, crystals, gold or other stuff if they have a similar issue (even the f2p once) but not here. Its a bit disapointing when you see how well other companys (some of them much smaller) handle this stuff and SE only does the bare minimum.
