Why can't brazilian players join the weapon design contest?

I don't get it.

What's the reason? What would happen if a brazilian or anyone else from a country thats not allowed to join, joins and wins?

Region specific laws concerning contests I would assume.

Your entry / win / anything related to the contest would be negated. You would have wasted your time.

I know, it sucks. I grew up in Hawaii in the '80s... though I am sure it's different these days, back then, every contest you saw anywhere was "excluding AK and HI". I did enter and win a contest for a free hot air balloon trip when I was like 12, but the only thing I ever received was a letter that said, "We're happy to have drawn your name, but you didn't read the rules..."

And all I did is fill in some entry blank and mail it off. You will have put many hours of work into your creations; the rejection would be super sad, especially if you won.
