Confirmation of 2011 statute on ENB Injectors (Reshade, GShade etc...)

Hi, I wanted to ask for Official clarification regarding this statute:

P.S. I'm not here to discuss specifically about the above overlays, what is right or wrong, or to share various personal opinions.

Also, if you'd share the response here, I'd much appreciate it. I'm curious if that still supersedes the TOS too.

No because you can use it on fights like P3S and give yourself an advantage, by that definition it's not allowed.
