Howling eye access help

The msq already past waking sand and the quest giver no longer be found. How can i still unlock the dungeon? Is this

Do I need this dungeon for msq good intentions?

It's not a dungeon.
But if you've unlocked it and didn't stick around the physical area, you can enter it via the Duty Finder manually. It has a list of all your unlocked instances.
The default button to open it should be U on keyboard. Also accessible from the Duty menu.
