Accessibility Feature Sticky Keys Not Supported in Windows Client?

I have a physical condition that limits my reach on the keyboard. For certain binds I use modifiers like CTRL, ALT, or SHIFT. The game client does not acknowledge the modifier unless the "Sticky Keys" feature is locked by pressing it twice (which I then need to press a third time to unlock so I do not use other modifier-bound actions.

Steps:
1. In Windows, enable the Sticky Keys accessibility feature.
2. Keybind a CTRL, ALT, or SHIFT modifier for any action.
3. Try and use that keybind.
