They said after 2.0 there will be free transfers. Only to Ragnarok can you transfer to atm if you contact a GM.

Though I think in the future it would be nice if SE posted the relative amount of people they allow per server, how many players are moving to/staying on said servers, and update that listing at least once a day, to give shells a better idea if it's worth or even possible to move their entire shell to another server.
