Cannot Complete ARR Chapter 4 New Game+

Steps:
1. In the ARR New Game+ Chapter 4, complete the Lahabrea trial and finish the ending cutscene
2. Speak with Minfilia in the solar of the Waking Sands to attempt to complete the quest
3. At the conclusion of the dialogue, the game gives the following error: "Unable to interrupt New Game+ mode from your current location. Please try again from a different location.
4. The cutscene then cancels and Minfilia remains with the "MSQ complete" green quest icon.
