how do i get my refund?

dropped 20 million on a non-fc lottery plot, didn't win as far as i know. my gill is still missing and i don't know how to get it back.
do i have to wait for the patch or something? i've tried going to every ward since i don't remember which one i put in on and checking the plots and it just shows to placard for the people who own the plots, no options to get my refund on any of them.

Go to duty, timers, estate and it will show exactly where it is :) go there and click on the exact placard to get it back.
