Housing: Empyreum, Ward 22, Plot 19
Steps:
1. Signed up for the plot lottery on my two characters, was *the only participant* for that plot.
2. Waited for the results to be made available
3. Lottery results came back with a winning number of zero.
4. Took my refunds to make sure I didn't lose my gil.

To restate- I was the ONLY person participating in the lottery for Empyreum Ward 22 Plot 19 and BOTH characters I bid with lost.
