Cannot continue Doman Enclave quests

Hello!

I hope someone here can help me because I am at my wit's end.

2 years ago, I started the quest to unlock the Doman Enclave and then never continued it. Currently, I have a blue quest in Mor Dhona by Hozan called " A Thousand and One Farewells ", however when I try to accept it it tells me " In order to undertake this quest, you must first complete the Doman Adventurers' Guild quest "Short Arms of the Law." "

Unfortunately, I do not seem to be able to accept the Short Arms of the Law quest as it does not show up on the map.
Neither do the pre-requisite quests ( Toll Beauty > Li'l Rascals ) There are no quests in the Enclave itself.

Is there something I am missing? I also do not have anything in my quest log.

Toll Beauty starts with Resh Polaali in Mor Dhona. L'il Rascals starts with Yozan in Mor Dhona. Both are side quests (so, you might not be looking in the right side quest area to see if you've done them)
