Have the devs halted the plots in old wards from becoming available to purchase?

Has anyone had success in purchasing a plot in one of the old wards abandoned when FC moved their housing to Empyreum after winning the lottery?

They are also on hold and are apart of the lottery system now

Yep all plots are on hold until they can figure out which part of the spaghetti code to unravel.
