The NPC Jalheen in Radz-at-han , is not at the table where you're supposed to talk to him. he is bugged. Has anyone else had this problem ?

Are you looking in the right place? He's definetely there in the... north-western corner of the resturant as I recall after you speak to Mihleel the waitress (he's an older hyur gent with a beard in a tangerine outfit reading a book). If there are a lot of player characters around that area, then certain NPCs might take time to appear on screen due to your system's specifications (especially if they're special quest characters that are not normally there) so try moving the camera around a bit and see if that happens.
Otherwise, if it is a bug it might be best to post a bug report in the relevant section.
