Fix the spaghetti code, the lottery system is bugged

I was the only participant who bid for the plot, so I should of won this, my lottery was literally 1, but the system picked 0! Please fix this.

SE has officially felt the full wrath of angry housing enthusiasts. This is not good!

On a serious note, this should be fixed, and will likely be fixed given the blemish it is going to leave.
