Hello!
I seem to be having an issue with my game regarding the animation and sound that usually plays when you cast Basic Synthesis/Muscle Memory. When I use it, my character neither moves for the animation nor does it make a sound.
Basic Synthesis/Muscle Memory seems to work fine with the other DoH classes. I have tried restarting the game and even tried to do a game repair.
Does anyone have any recommendations?

I am having the same issue. Some friends tried it but it seems fine for them.
Currenly it seems like only female Miqo'tes are only having this animation/sound bug.
Best if more users can verify. I'm sure SE will pick this up if there are more reports.
I just confirmed it with 2 random female Miqo'te's I bumped into that were crafters, plus a friend of mine. The sound and animation were also not working for them. Like you said, it's a very specific, ongoing issue.

Found a few more skills are missing sound an animation as Alchemist for Female Miqo.
Trained Eye
Intensive Synthesis
Focused Synthesis
