Personal Ward / FC Ward comparison

As of today, 6 plots are available on Cerberus aside from Ishgard, not a single them are in personal wards and I expect the same with the relos to come, so my question is, why not remove personal housing entirely if its to completely remove the possibility of getting a house as an individual owner ? If it's to keep it this way and have 300 people put a ticket on a goblet 27 because there hasnt been a house in 2 weeks, I'm not sure what the interest is to even keep that system in the first place, go back to either instant relo or normal placard camping, but this is not going to work, and is even worse than the old system.

Let people keep their houses if they already have one, and remove individuals from getting new houses, its absolutely pointless to even try to put in a ticket agaisnt so many people, the recent plot on NA is a good example of that, small shirogane, had over 200 tickets in, how are you even supposed to have any sort of hope to get it with those numbers ?
