Frustration at lack of action against market board bots

So for the second time, I have found someone using an obvious market board bot. Doing same exact thing as the last person I found. Sub 10 person FC, 1 main that hides in a apartment, the rest level 22-23 in a city, all standing in the exact same spot in front of a retainer bell. Spam trade, they instantly close it and will not interact no matter what. Now we all see the stuff thats Square saying "we've taken action against X accounts doing RWT and botting" except these bots never get taken care of. The last bot, despite me, my FC, and many others constantly reporting their actions, it took months to get rid of and its making making gil unbelievably difficult since they glue themselves to a MB constantly.

Why is this type of bot ignored by Square? Its not like someone could look at what is going on in plain sight and think "Yep, nothing against the rules happening here"
