The lottery system works on OLD WORLDS because housing is tight and contested by many players.
Putting this system into OCE when EVERY house is available is just going to ruin the purchasing of land for people, Not to mention another 9 day delay on owning a house!
OCEANIC DOES NOT HAVE THE SAME HOUSING PROBLEM AS THE REST OF THE WORLD, WE DO NOT NEED LOTTERY ON DAY ONE.
