I just got a new pc and I've spent literally 15 minutes trying to find a way to download this.
When I go to the ff14 website the only options are free trial or to buy the game.
I cant see anything in the mog station or the lodestone and to be honest Square enix you have too many websites.....
Should be able to get it here: https://www.finalfantasyxiv.com/playersdownload/na/
Once installed and logged in with your account it should download missing files/components based on your subscription.
