Black Mage quest lvl 52+

I'm a Black Mage lvl 54, I completed the main quests until quest "Moving on" (lvl 50) and I would like to know how can I get the quests of lvl 52 and so on, I have gone to Lailai multiple times, but the npc does not have any quest for me.

I have all the expansions.

You need to continue following the MSQ. As you should have been told when you finished you level 50 class quest, the next class quest will be available when you have done the quest "Before the Dawn", which is the last of the 2.x MSQ, and after which you can enter Ishgard proper.
