How about we force retainers to the wards from the city they were created in, so retainers created in Ul'dah are the only ones that can be set in the Ul'dah wards, same for LL and Grid, this will make people spread between all wards because they do not have the inv space to recreate retainers.
The reason I created a retainer in Ul'dah and LL was because I thought at first this was the case and it would let me set up in both wards, so make it happen.
This only needs to happen because the community thinks its best to fill the Ul'dah wards, so it would be a community created problem, they forced SE to do it.
Right now the only way to get a retainer in the Ul'dah wards on Gungnir is to camp the bell and spam as many wards as you can when someone goes to the bell to call their retainer and get lucky, which is not only mean to other players it is no fun. The merchantile houses have not helped at all.
Commence flames about my very draconian idea :p
