Making the expansion job a little more based

-- Offensive --

Every offensive ability now has purpose and a real reason to exist beyond "you hit it on CD for damage".

The Physical cycle in and out of FoF are now different rather than almost identical.

The GCD rotation now aligns closer with the 60s oGCD cycle and you no longer have to drop Atonements to make the rotation work.

Expanded Sword Oath into it's own mechanic rather than it just being spent on 1 button.

Sword Oath now interacts with both the Magical cycle and the Physical cycle.

Sword Oath now interacts with the AoE rotation.

Potential Issue: Can't think of any but there almost certainly are some. Let me know!

-- Defensive --

Fixed Divine Veil so that it also effects the PLD and loosened the overly strict requirements so that it can be used when needed.

Made Cover actually usable by removing the Oath cost and added a consolidated ability that breaks the Cover on demand.

Re-added Bulwark to fill in for the missing cooldown that PLD has compared to other tanks.

Potential Issue: Holy Sheltron arguably filled the hole in PLDs mitigation and they may now not require the extra cooldown.

Potential Solution: Nerf Bulwark or don't add it at all.

Potential Issue: Divine Veil still cannot be triggered on command by the PLD.

Potential Solution: Remove healing requirement outright and make it trigger immediately.
