Hrm! Some tips: From Archer what you want, mostly, are Hawk's Eye, Quelling Strike and Chameleon. Actually I am fairly sure they are the only even remotely useful ones as the WSes can't start combos at melee range.
From Lancer you might want Invigorate, Blood for Blood and you will definitely want the Cooldown Reduction one I forget the name. Once again, taking WSes from other classes is not that useful, I don't think.
So yes, you mostly want to pick up non-WS abilities that are usable by Disciples of War, give some though to them and see what appeals to you most

Lancer; Blood for Blood (increased damage on next weaponskill), Invigorate (gives you a 'tp regen' effect), Keen Flurry (lowers recast of next weaponskill)
Archer; Decoy (consumes mp to dodge next range or magic attack), Hawk's Eye (increases acc of next weaponskill), Quelling Strike (Lowers emnity gain on next skill and grants additional TP), Chameleon (sheds some emnity)
Personally I use Blood for Blood, Invigorate, Keen Flurry, Quelling Strike, and Chameleon; since these are the skills I feel benefit our role as DD the most.
Hawk's Eye actually lasts for 15 entire seconds, not just the next WS, so with some luck and timing you can get like up to three off under it

On this same general subject, suppose a Monk has also capped Lancer, but has never once picked up a bow. Is said Monk gimped, or merely risking enmity issues?
Well the main archer skills are quelling and chameleon which are both emnity control skills. Other than that you're missing a tiny bit of tp from quelling. Problem is there's literally only 3 worthwhile lancer skills and so you're only using 3/5 sub ability slots so technically you are 'gimped' in that sense. Hawks eye is only level 6 and decoy is like level 2 though so in literally 1 leve you could have *something* in those extra 2 slots. Chameleon takes a lot longer to get granted but quelling isn't so bad @22.
EDIT; So basically go out and do like 1 archer leve so you at least have decoy and hawk's eye to set. Then work towards quelling I guess. Hawk's eye and quelling are decent enough until you feel like leveling archer all the way to 42 ^^;
