Weird issue with Ties that Bind Quest

New to this so I'm sorry if I did this wrong or posted it in the wrong area. A friend and I are trying to get married in-game. We have checked all requirements for the quest and for some reason it will not let me accept the quest. My friend can accept the quest but it will not let me accept it from Claribel. I've completed the MSQ, in a party of two consisting of my friend and I, we are both in east shroud when I try to accept the quest, no pre-existing bonds to annul, and we both have the same homeworld. Not sure what else to try here. I submitted a support ticket but it was absolutely useless.

Are you both wearing the promise wristlet bracelet item? You need to be wearing them in order to accept the quest, if I recall correctly!

Yes, we both are. My friend tried to cancel his quest and now he doesn't have the bracelet. Submitted a ticket on it and sadly it was the most useless information I've ever received from a customer support.

Could you possibly share what Claribel says to you when you try to accept the quest? Or if the quest shows up at all?

Are they the same package? There's the free one the 10 and 20. Both of you have to have the same level. So if one of you have the 10$ one but the other chose the free or the 20 the quests won't start for both of you.
