For some reason I can not purchase this even though my cul is lvl 90. Do i need to complete endwalker first? The normal merchants who sells these will only go to tomb 8, but not 9. Any thoughts?

You don't need to complete all of the Endwalker MSQ but you will need to unlock the level 90 Scrip Exchange by speaking with Ofpilona in the market area of Radz-at-Han. She becomes accessible after you complete the first dungeon and return to the city.
