Questions about savage raids

I know the rewards of the first level of the savage raid won't be given if you do a raid level at the second level. But I was wondering if it happened when you accept the queue of the second level or when you clear the second level? Asking cause I want to practice a level above where I'm at for my static, but don't want to lose out on the loot.

You are locked out of earlier loot as soon as you enter the instance. The game gives a warning in the duty ready about this, you can't miss it.
