Did they sneek in Trust NPC in the recent patch?

I just did copperbell mine(hard) unysnced for journal and a few NPC appear at the end, 5 of them, with the same spread location of Trust NPC and they have duty completion dialogue. Have they always been in there?

There is one of the dialogue I will copy and paste.

"Brawny Miner: All in a day's work, eh? Now back to the Quicksand, and the first round's on me!"

Always been there, it's the miners you were sent to save.

I guess I always left early then. hahaha.

On that note, weren't they were planning on working on adding trusts to all dungeons required for the MSQ at some point. Wonder how that's coming.
