I've been wondering about these guys from the middle section of the Dead Ends dungeon:
They look to be Hyur NPCs in unique gear, so I'm wondering if it might be future equipment for players - perhaps PVP gear? Particularly since the overall amount of new gear has beeen quite low this expansion, and the NPCs could easily be wearing Late Allagan gear or something like that if they're just a once-off character model never to be seen again. (Though of course that would kick off a lore debate over whether it is repurposed gear or they really are Allagans.)

If it shows up for players, I could see this being a PVP set. They tend to go for the really wild things that are borderline out of character.

The Allagan spaceship definitely feels like it's placed there ready for future content, but there are plenty of actual Allagan designs that we're due to (finally) get as recolours. Given the trend of this expansion repeating the sets that came from gear design contests, both the Lost and Late Allagan sets would be fitting for a hypothetical dungeon there. -
