1. attempted mug in multiple zones in EW Elpis, Mare Lamentourum, Garlemald received 0 procs of additional items
2. then went to East Thanalan to see if this just EW problem or a game wide bug tested 1 shot mug on 10 Myotragus Nanny got 0 procs of additional items
3. in short mug additional effect not working

If the probability is not 0% or 100% there are no guarantees. You can go 100 rounds without seeing a 90% drop item and the system would still be working properly.
