Bug shouts not being heard?

I ve been trying to shout A and S rank hunts, but I am getting a notification that it's not being heard. And that I must wait before I can, Yell, Say, Shout, anything and it's starting to get a little old but i don't know what i am doing wrong or if it may be a bug of some kind?

I have a sub, but I just got into the game and every time I try, I get the same message. I am just trying to spread the word of rare mobs for hunt trains, and other groups hunt lower tier mobs. I've checked my launcher, and everything seems to be UpToDate and ok. The only issue that I could maybe see being a problem is DirectX 11, but I can't say for sure.

Any help would be greatly welcome and helpful, if I ve posted in the wrong place please let me know or move my post to the proper place.

There needs to be a delay of a couple of seconds between messages sent to the same chat channel or only the first message will be displayed with an error message appearing regarding the unsent messages. Latency can also affect the ability to send messages in succession.

If you're using a macro, you may want to check your formatting and make certain you're not double clicking the macro by accident. It can also be helpful to have a friend with you in the zone so if you get the error message, they can tell you what if anything appeared in the chat channel.
