FATEs for leather?

EDIT: Saw the thread in the DoH forum and posted there so I'm changing this post to the question of aetherial reduction. I've visited Mor Dhona and don't have the quest available from the Femroe lady so I can only assume I've done it at some point in the past. I've tried on multiple collectible items I've gathered, but the option for aetherial reduction doesn't show up. All my DoH classes are 90 so in theory there should be no limitations.

What might I be doing wrong? Those aethersands are calling out to me...

Not all collectables are reducible.
It is mainly only for certain Gathered, as in DoL jobs, collectables from Ephemeral Nodes, and some certain collectable fish.

Crafted collectable, as far as I know for now, have no reducible products.
