Done only one of them so far, but it's clear that they are used to wrap up the story for each region, with plenty of interactions for their major characters.
Which makes it depressing that they aren't given the voice acting they deserve.

Agreed, the role quests were brilliantly done this time, and they tied it all back into the previous locales.
They were as close to MSQ as side quests can be.
Honestly sad they are not voiced.
Quests that might as well be part of MSQ rarely get voiced or never (like The Sorrow of Werlyt being an important one in general).
I agree. Done 4 out of 5, a pity it isn't voiced.
I understand why they weren't for budgetary concerns, but it would've been nice. I mean, when was the last time we heard some of the city leaders actually get voiced lines?
Especially Hien. He pops up in the council scenes, but he hasn't actually said anything since 4.5.
I did the healer one at night and Holy S it was dry and boring. Nearly made me skip the whole thing. At least the final battle was nice.
I find it funny how they kept saying endwalker will be the most voice acted...
yet it hardly had any voices for any characters that were not side characters and typically only time the characters were voiced were with side characters mostly ~_~ honestly i feel like they lied about alot with endwalker
Agreed, they should really drop the idea of "Sidequests don't need voice acting". Some of them would've been so much better with voice acting, like the sorrow of welyt questline, Role Quests, 8-man and 24-man raid storyline, etc.
The bar for measurement is so low that even 5 minutes worth of VA extra over previous expansions would be considered "the most VA expansion" . Its a shame as the VA work since they hired better performance artists for HW and onwards really makes the VA moments special.
Try and Imagine that big Urianger moment in EW if it wasn't VA'd . I like many I suspect feel that when we did the new job roles and we got to see the repercussions of a certain evil lady being nurtured as a victim by high ranking Domans , or seeing a very troubled AlaMighan betrayer seeing the suffering and doing what sh can to stop the madness of the final days whilst tackling massive guilt and dealing with the hatred from fellow countrymen.
These characters I briefly mention have had great well voiced moments in older expansions as they were major plot characters and for them to not be VA'd in major moments of the final days on the source was very disappointing.
I suspect much was changed or not scheduled ( VA work included) during 2020 and 21 due to the negative impact lock downs have had for everyone . Businesses having to alter the way staff can bring their manpower to the office , people forced to stay home , travel restrictions and al lthe rest that came with it over the last two years must have had impact to something as complex as game design and production
