Problem setting keybinds to SHIFT + NUMPAD

I'm trying to bind some actions on my hotbars to SHIFT + a number on the number pad and it's not working for me. I have numlock on, so that's not the issue. It looks to me like it's trying to set it to END as if it doesn't realize numlock is on. Using CTRL or ALT instead of SHIFT is not a problem, but I don't want to use those keys as they aren't as easy to reach as SHIFT. Anybody else experience anything like this and/or have any suggestions for me to try?

NumLock is like a reverse CapsLock for the numpad. The non-NumLock keys are what you get when you Shift a numpad key. There is no simple way to make it do what you want it to do. You might be able to work around it with something that intercepts and reinterprets your keystrokes on a system level, but it's currently working as intended as a matter of operating system functionality, not something the game controls.
