Steps:
1. Reactivate an option for a FFXIV service account.
2. When you go into the game, the reactivated option will appear inactive, but you can still create a new character by clicking on it.

That is thanks to the Welcome Back Campaign that is going on right now, you are free to reactivate cancelled slots between May 9th and May 20th.

This is a character slot that I payed for. When I go to it, it says it has expired but I can still create a character with it.
